Summary
After an undercover officer gets shot while trying to buy drugs in a street corner, Major Howard Colvin gives this speech to his police officers. No more undercover buys in his disctrict. Then gives a long speech on how back in the day, right after they passed the law prohibiting alcoholic consumption on the streets, they created a compromise with the police by putting the alcohol in paper bags...well, "there's never been a paper bag for drugs....til now"....
